Federal Pension in Pakistan: The 7/300 Formula and Commutation

Gross federal pension is average emoluments × qualifying years (up to 30) × 7/300. Commuting up to 35% turns that share into a lump sum of 12 × the age factor months, 12.3719 at age 60, and leaves the rest as net monthly pension.

Take a federal civil servant retiring at 60 with 28 years and 7 months of qualifying service. Over the last 24 months she drew Rs 110,000 for 12 months and, after a pay revision, Rs 130,000 for the next 12. What will she be paid, and how much should she commute? Each step below follows the Pension Calculator.

Step by step: from emoluments to net pension

  1. Average emoluments (E). Finance Division's OM of 1 January 2025 bases pension on the average pensionable emoluments of the last 24 months: (12 × 110,000 + 12 × 130,000) ÷ 24 = Rs 120,000. Ad-hoc relief allowances are not pensionable and stay out.
  2. Qualifying years (Y). For an ordinary retirement, a remainder of six months or more counts as a year, so 28 years 7 months becomes 29. The formula never uses more than 30.
  3. Gross pension. 120,000 × 29 × 7 ÷ 300 = Rs 81,200 a month, which is 67.67% of E. Each qualifying year is worth 7/300, or about 2.33%, of average emoluments.
  4. Commutation. She may commute up to 35% of gross pension under the OM of 1 July 2005. The lump sum is the commuted monthly amount × 12 × the factor for her age next birthday, 12.3719 at 60.
  5. Net pension. Gross pension minus the commuted part is what she receives every month.

How qualifying years build the pension

Pension grows in straight steps with service and then stops. With E fixed at Rs 120,000, each year adds Rs 2,800 a month until 30 years, where gross pension reaches 70% of E. Service beyond 30 years adds nothing to this formula.

Gross monthly pension at Rs 120,000 average emoluments, by qualifying years
10 years28,000 Rs a month23.3% of E
15 years42,000 Rs a month35% of E
20 years56,000 Rs a month46.7% of E
25 years70,000 Rs a month58.3% of E
29 years81,200 Rs a month67.7% of E
30 years84,000 Rs a month70% cap
33 years84,000 Rs a monthcapped at 30 years

Because six months rounds up, the last few months before retirement can matter more than a year in the middle of a career. Service of 28 years 5 months gives only 28 years and Rs 78,400 gross. The date arithmetic behind those months is covered in superannuation date and qualifying service.

Reading the commutation factor

The factor turns a monthly amount into a present lump sum. At 60, the lump sum equals 12 × 12.3719 = 148.5 months of the pension given up, or roughly 12 years and 4 months of it paid in advance. So commuting 35% is a trade: Rs 4,219,313 now against Rs 28,420 a month that would otherwise be paid for life.

Whether that trade suits you depends on what the lump sum will do: clear a loan, fund a house, or sit in savings. It also depends on the yearly pension increases announced by the government, which are added separately and are not part of this calculation. The factor is higher at younger ages, because pension would be paid for longer: 13.9888 at age 57 and 16.371 at 53.

Voluntary retirement after 25 years

Under the OM of 10 September 2024, voluntary retirement cuts gross pension by 3% for each year left until superannuation, capped at 20%. Calculation Guide applies this as 0.25% for each completed month early. Two other differences matter: voluntary retirement does not get the six-month rounding, and at least 25 completed years are needed.

Voluntary retirement at Rs 120,000 average emoluments, commuting 35%

The second row shows the missing rounding: eight extra months earn nothing. The third shows the cap: 90 months would be 22.5% at 3% a year, but the cut stops at 20%. The Finance Division clarified on 3 January 2025 that the reduction is not restored at 60.

Below 10 years: gratuity instead of pension

Pension needs 10 qualifying years after rounding, so 9 years 6 months qualifies. Below that, CSR Article 474-B(a) pays a one-time service gratuity of one month's emoluments for each completed year from five years: 9 years 5 months at Rs 120,000 gives 9 × 120,000 = Rs 1,080,000. The private-sector and short-service regimes are compared in gratuity under the Standing Orders and federal rules.

What this formula does not settle

  • Civil servants appointed on or after 1 July 2024 are in the contributory pension scheme and do not get the 7/300 formula.
  • Yearly pension increases, family pension, invalid and compensation pensions, and arrears are outside the calculation.
  • Which allowances are pensionable, and which periods count as qualifying service, are decided by your accounts office from your service record.
  • Provincial governments, the armed forces and corporations can have their own pension rules.

Your GP Fund balance is paid separately from the pension and the commutation lump sum; GP Fund and benevolent fund deductions explains how that balance builds.

COMMON QUESTIONS

Questions readers ask

01What if my net pension comes out below Rs 12,000?

A minimum pension of Rs 12,000 has applied from 1 July 2023, so the amount paid can be raised to that floor. The calculator flags a net figure below Rs 12,000 but shows the formula result.

02Which factor applies if I submit my commutation application after retiring?

The factor is for your age next birthday on the day after retirement. A superannuation retiree who applies while still in service is allowed the age-60 factor, 12.3719.

03Do yearly pension increases compound on each other?

Since 1 January 2025, increases are worked out on a fixed baseline pension and kept as separate amounts, so one year's increase does not raise the base for the next.

04Does working past 30 years of service raise my pension?

Not through this formula, which counts at most 30 years. Later pay revisions can still raise the 24-month average emoluments that the formula uses.
